I.&n= bsp;            = ;      Ken Hi= ckman called the meeting to order at 7:05 PM and introduced the board members and announced that Roger Golliher has join= ed the Board of Directors.

 

II.&= nbsp;           &nbs= p;   Minute= s of the October 24,= 2005 semi-annual meeting were distributed and reviewed. Motion was made and seco= nded to accept the minutes as written. MOTION PASSED.

 

III.=              Treasu= rers Report: Troy Van Dinter distributed the = financial reports for profit and loss comparison and balance sheet for review. He reported that there are only two past due accounts. One is for the current = year and the other is two years past due. Questions regarding insurance, account= ing fees, internal audit, non-profit status and dues discount were answered by = the board.

 

IV.&= nbsp;            Commit= tee Reports:

 

A.&n= bsp;   CC&= ;R’s:

1.      Ken re= ported a violation on E 11th Court of an illegally parked truck. The La Center Police Dept. was notified; the truck was tagged with a 48 hour notice and then towed. Ken encouraged all home owners to participate in reporting = any violations to the board.

B.&n= bsp;    Archit= ectural Control:

1.      Lots 9= 4, 95, and 96 on E Timmen Court are the last of the homes being built. There have been many calls with conc= erns about the T 1-11 siding on the home being built on lot # 96. Ken contacted = the builder (Adair homes) who reported that the homeowner would be covering the= T 1-11 with appropriate siding after taking possession of the home. The homeo= wner has submitted written documentation of his intentions.

V.&n= bsp;            = ;   Old Business:

A.&n= bsp;   By-law= draft for yard maintenance:

1.      The re= sults of the survey sent to each home were discussed. Only 27% of the 208 homes v= oted yes to proceed with the changes to the CC&R’s. Based on these res= ults and the fact that 99% approval is required to make the changes, the Board of Directors has decided to not proceed.

VI.&= nbsp;            New Business:

A.&n= bsp;   Cul-de= -sac planters: A homeowner on the West end of E 15th Circle reported t= hat the planter needs new soil because the plants can’t survive in the le= vel of bark dust that is there presently. She offered to do the work if the HOA would pay for the dirt. The board agreed to consider this request. (Followi= ng the meeting the board agreed to pay up to $25 for a yard of soil and the homeowner was notified.)

B.&n= bsp;    Annual Homeowner’s meeting: Ken announced that the Homeowner’s Associa= tion will be meeting only once per year to be held in May near the close of the fiscal year.

C.&n= bsp;   Annual Picnic: Ken announced that due to the questionable weather in September the annual picnic will be held in August this year; the date to be determined.<= o:p>

D.&n= bsp;   Ken up= dated everyone about the “Our Days” festival.

VII.=           Public Comment:

A.&n= bsp;   A comm= ent was made praising the La Center Police Dept. for their program of patrolling and checking homes while the homeowners are on vacation.

B.&n= bsp;    A sugg= estion was made that the HOA arrange to have the house numbers painted on the curbs for better identification by the police and fire departments. The board will investigate this possibility.

C.&n= bsp;   Commen= ts were made about the ever present problem of speeding in the neighborhood. K= en will speak to the La Center Police Dept. to increase their vigilance and perhaps set up another speed sign as a reminder to the drivers.<= /b>

D.&n= bsp;   A comm= ent was made regarding the large trucks that are still driving through the neig= hborhood.
